You can load it as high as you want to, actually. I'm not sure why one would want to limit it to the top of the firebox. When I do a low and slow, I fill to almost to the top of the fire ring.1 · -

The point of air drying is to dry the skin. If you were to cover the skin with oil, the moisture in the skin wouldn't be able to evaporate. Leave that part until the end.2 ·
